Scary (and sad)
One is so old and so cognitively impaired he needs others to manage the questions he is asked and probably to spoon feed the answers to him.
The other seems to have a difficult time stringing together a coherent sentence.
This is being defended by claiming that the question on the card was not exactly the same as the one asked. While it is true that the words were different, it is UTTERLY FALSE that the underlying questions were not the same.
Question on cheat sheet: "How are YOU squaring YOUR domestic priorities — like reshoring semiconductors manufacturing — with alliance-based foreign policy?" read the question in Biden's hand.
Question asked: "Your top economic priority has been to build up U.S. domestic manufacturing in competition with China, but your rules against expanding chip manufacturing in China is hurting South Korean companies that rely heavily on Beijing. Are you damaging a key ally in the competition with China to help your domestic politics ahead of the election?"
